If he can use EMS, meaning Susano'o (PS too possibly) and Enton without any drawbacks, Sasuke should logically be stronger.

The Rinnegan is inconsequential to Sasuke's power level, as he doesn't possess the Six Paths' techniques (which were stated to be exclusive to Nagato by the databooks iirc) like exemplified by him not using them, and manifesting a relatively miniaturized CT which trapped Fused Momoshiki whose staggeringly inferior to a Perfect Empowered Kaguya only.

Therein, losing the Rinnegan isn't a substantial nerf, seeing as he technically can't utilize a substantial portion of his theoretical skillset which the fanbase erroneously attributes to him.
