It doesn't actually have to be a jutsu, that's just the popular term for it. It's essentially when an event occurs for no logical reason aside from moving the plot along. It can be okay when an author does it with some skill, but most fuck up and the fact that the event doesn't make any sense is blatantly obvious.

Yuppers but it also is used to explain seemingly unwinnable fights or accurences within the manga that are used to tie up mistakes by kishimoto. Exs: Deidara vs Sasuke major PNJ not concerning sasuke are limited but include Chiyo baa-sama's revival jutsu.
 
Chiyo Baasama's revival jutsu makes sense to me. lol.
but like, what about deidara's and sasuke's fight that contained pnj?
what was it?
 
In my opinion her ability to revive a main plot character is to convenient, and irreverantly pushed aside afterwards, Deidara and sasuke on the other hand includes the fact deidara trained his eyes to counter-act dojutsu. I ask how is that did he jump in front of itachi every time he used a genjutsu it was awfully convenient. Also sasuke has no chakra and suddenly he can pull a Boss summon and a teleportation type jutsu in mere seconds. PNJ too me.
 
Plot no Jutsu.

Basically some kind of event in which something occurs just to move the plot along or something that goes against plausibility.
 
People have already explained what it stands for. But personally I think people are often too quick to label something PNJ without actually thinking it through though.
 
Sasuke is PNJ:LOS

Sasuke is the only character that uses it. Its the strongest jutsu in the entire manga. Without PNJ sasugay is mere genin level.
 
If you read the part where he escaped Deidara's explosion in less than 2 secs by summoning 1.Manda when he was already out of chakra
2. Genjutsuing (:zaru)the snake to follow Sasuke's orders
3.Jumping in its mouth
4. Teleporting to another Dimension :zaru

that is fucking more that PNJ...

don't forget Sasuke also farted in his opponent's face to win a match, and he has the ablity to paralise a medic nin on the same level as kakashi,so that he can diliver his rasengan, just by holding his arm.:LOS
