So far Kuma and Moria are the one who called royal or "Oka" Shichibukai

That's the full-name of the group. I think Crocodile had also in his introduction caption (though the translators may not have translated it fully as some don't in the chapter scanslations)

I believe Code is correct. That is just the full name of their title. The translators just go with a shorter version most times.

It's not really "royal shichibukai" anyway.

I think it translates more like "Seven Armed Seas - Below the King" , as in they're actually under the authority of the World Government.
