fan base is usually sensible enough.
but these things are painted by prior wars anyway, like the weasel collective vs the slug-hime koven.

unfortunately tobirama just loses, we could pretend he has infinite utility, but he lacks both knowledge and power so simply falls short in most matchups people would consider "close" for him.
