I believe that Pein suffered from PIS when he sent Itachi and Kisame to be the 30% clones to delay team Kakashi and Gai. Allow me to explain.

I can understand why he sent Kisame due to his huge chakra, but sending Itachi without enough chakra to use any of his MS jutsu was silly. Don't get me wrong, Itachi is still a great ninja without his MS but he is hardly as good as other worthy substitutes from Akatsuki

Hidan
Hidan would have been the perfect choice to delay the enemy, the man cannot be killed. It would definately take the teams a long time to figure out his secret and someone would have died to get to that information from Hidans ritual. Furthermore, 30% chakra is hardly a handicap for Hidan since he doesn't use ninjutsu and really doesn't use much chakra to fight at all.

Deidera
Deidera is also a great choice for the 30% clone. He can blow himself up without any consequences since it isn't his real body, much like the exploding bunshin he used against Team Gai. I don't think it would use 30% of his chakra either after having seen the amount of large explosions he used agaisnt Sasuke.

Summoning Pein
Summoning Pein would be a good choice as he could just summon the rest of the Pein bodies from the rain village. And when he does that you then get a full 100% Pein.

So Pein must have suffered from PIS to prevent him showing off any funky new Akatsuki and so chose some illogical choises.

Hidan

aside from the sealing hidan and kakuzu also had to go around and look for their Bijuu plus, he might not have enough chakra to make a Useful 30% clone.

they possibly couldn't give the clone his exploding clay. Plus, He needed to have enough chakra in case konoha got there so that he could fight.

That would be stupid, it would take too long to get from the rain to the sand and get to the base, plus its not worth sending out one of his bodies.

I find it made perfect sense.

Kisame and itachi are the ones best Familair with konoha ninjas, They know their weaknesses and stengths best PLUS its itachi's job to capture naruto.

so it makes sense to send those two, This allows them to judge konoha's strength and for itachi to see how much naruto's improved to get an idea of how rough it will be to capture him.

Kisame makes sense because out of all akatsuki his 30% clone would have the most chakra and the most jutsu.

i find the choices made logical.
 
Who even cares about this fact?

Peins plan worked good enough, the Konaha where to late to 'save' Gaara.
Mission Succesfull, if you ask me
 
Hidan - Not enough chakra, not strong enough to delay Kakashi, Naruto, Chiyo and Sakura, a dumb fuck to boot.

Deidara - Had just battled Gaara and was probably tired.

Pein - Couldn't risk revealing the rin'negan or that someone in Akatsuki had that power.
 
We've no idea how the jutsu works. We don't know if Hidan would've been able to use his ability, nor whether deidara could use his suicide attack.

That would make things rather unbalanced, since they could just stock up on corpses and send deidara off to blow shit up until people realized they were in power.

Speculation is the keyword of this thread.
