In a way, you're right. I won't argue that the new theme of Naruto is for the new generation to surpass the old. Sasuke will eventually surpass Itachi, but not right now. His hated is the problem according to Kakashi in part 1. It's the one reason why he shouldn't win if we go to the themes of the manga.
It's true that a main character > fodder, but Sasuke won't be the strongest in manga. He probably won't even defeat Madara if he is the final villian. Sasuke will probably end up like Vegeta in the end, he won't reach his ultimate goal because of the other main character, Naruto. But I am speculating. Kishi may pull a different approch.
I still don't think Sasuke surpass Itachi in overall skill either. This fight is like Sasuke vs Deidara, Itachi underestimated Sasuke like Sasuke underestimate Deidara, and both are not aiming to kill yet their opponents are. Personally I think Itachi is beter than Sasuke in Taijutsu, Ninjutsu, and Genjutsu.
I don't think Sasuke will kill Itachi. Half of me thinks he'll lose the this fight with Itachi too. We'll see what will happen though.
