Alright, my first thread. Take it, leave it, trash it, whatever. Just putting it out there.
Okay, that's out of the way. First off, we all know that Naruto has a special "power" to change people. He can make allies out of everyone. If you want an example, here you go:

Also, it should be obvious that Naruto is the child of prophesy, destined to revolutionize the ninja world and bring world peace, or destroy it.

The toad sage also says that Jiraiya's choice will determine which direction the revolution will go. Seems pretty simple, right? I think Kishimoto might be trying to pull a fast one on us. The sage said nothing of how the revolution will begin, or carried out, but rather that it would be Jiraiya's decision that will allow Naruto to save the world. That decision being to never give up and writing on Pa toad his dying message.
But, how will Naruto do it? Sure he has some politically powerful friends, but not enough to bring world peace. Kirigakure, Iwagakure, and Kumogakure haven't been introduced yet, so unless they disappear, it'll require off-panel activity in order to happen. I think Kishimoto has already given us the answer to that question, though. Remember when Sasuke went to recruit Karin? Most were focused simply on the addition of the new "Sauce-girl", however, they seemed to overlook this page:

Its pretty much a given that Naruto will change Sasuke (using his special power) sometime before the end of the manga. However, I believe that Sasuke and his future followers [shin obi and farmers(maybe) from around the world] will become a part of Naruto's revolution. Imagine a hierarchy if you will, with Naruto at the top and Sasuke as his second in command. There are other possibilities of course: Naruto dieing and Sasuke taking up his mantle, or Sasuke dieing and ordering his followers to believe in Naruto.
I had more, but I can't remember it right now. Anyway, to sum my thoughts up: In order for Naruto to bring peace to the shinobi world, he will have to save Sasuke, who, along with his spread out faction, will concede to Naruto out of gratitude and respect, thus creating a revolution where his nindo is carried throughout the army.
A bit of speculation, I know, but I thought it was interesting.
