I think it's pretty clear that Beerus from 4 arcs ago is not as strong as he's now. He was casually trapped by Belmod's attack and was harmed by his gambit cards, someone who should be weaker than Jiren. That same person played dead, which means he wasn't taking the Exhibition Match seriously. Broly should be on the same level as Beerus, but he's being left in the dust. That was Toriyama through the voice of Goku saying Broly is probably stronger than Beerus.
