I'm not sufficiently familiar with Pok?mon to know just what tier Pok?mon are actually on, so I've no idea if this is even close to a fair fight. Fair or not, Kisame's restrictions seem to imply that you're just being silly. I'll close the thread for now (because, as FoxSpirit said, this Battledome is only for Naruto universe fights), but if you meant this to be serious tell me and I'll move it to the Outskirts Battledome.
