    Mid Kage at the lowest. I see no reason crow 3T genjutsu that he IC used immediately on IA Naruto can be countered by many Mid, Low, and even some High Kages without knowledge.

    Additionally, Shikaku's and Nagato's statement in the WA indicate he can/has manipulated large groups with genjutsu to affect a war, which makes him more than a short-duration 1v1 fighter.
